Spruce and other conifers that cone heavily are either having a good year, or a bad year. If the weather has been favorable for growth with even moisture and warmth, then there is nothing to worry about. If the weather has been dry and droughty, then the heavy crop of cones is a sign of stress, your tree "thinks" its life must be coming to a close and "wants" to reproduce at all costs. Removal of excess cones when they are still green can help your tree by preventing a pointless diversion of vital energy. Pruning deadwood,providing irrigation, judicious use of fertilizers and mulching may help considerably.
